All week, Philip Hemphill's message and shooting were consistent. The 2007 National Police Shooting Championships in October would be Hemphill's last attempt at a national police shooting challenge, and he "wanted to go out on top."

Hemphill, a captain with the Mississippi Highway Patrol, came through on his promise, shooting a 2974-210X to amass an unprecedented ninth national police shooting championship and his fourth-straight title. The Revolver Championship and the Semi-Auto Pistol Championship make up the Individual National Championship, and center shots known as Xs are used as tie-breakers.

AAST was proud to once again sponsor the High Scoring State Trooper Award for the NPSC, widely considered the world's most prestigious law enforcement shooting competition. For the twelfth time of the 14 years AAST has sponsored the award, Hemphill, 55, has claimed the prize, this year a .45-caliber XD pistol provided by Springfield Armory.

"It is truly an honor and privilege for me to be able to compete against the best of the best that different states have to offer," Hemphill said. "I would especially like to thank the American Association for State Troopers for their continued support of the National Police Shooting Championships and for recognizing the high state trooper."

Approximately 320 competitors from the ranks of federal, state, municipal and private security agencies, as well as five foreign countries, took part in this year's matches, sponsored by the National Rifle Association in Albuquerque, N.M. Approximately 50 state troopers from around the country compete in the championship each year, and this year, Hemphill and teammate Cpl. Dan Rawlinson saw winning action in the semi-auto two-officer competition.

AAST also sponsored its annual barbecue dinner, where state troopers gathered to enjoy remarkable camaraderie and delicious food the night before the competition began.
